Hello,
A student is eligible for doing Ph.D. after completion of post graduate degree. However these days almost every university insists on students clearing entrance test for registering students for doctoral research. Hence you need to follow rules of the prospective university where you intend to do Ph.D. Best wishes to you.

You can do the double B.E/B.Tech after completing one. M.E/M.Tech is another option through GATE because you can change here the streams also. So keeping you work profile in consideration, you should opt for part time B.E/B.Tech courses if available nearby you. There are so many of Colleges in Maharashtra offering the Part Time B.E/B.Tech courses. Granting the benefits of your previous degree is depends upon the colleges how they considered this. However on the basis of your previous degree, you deserved for admission in 2nd year of course.

To get seat in good NIT but considering your category and home state quota, you have some chances.

The last year closing rank at NIT Jamshedpur in asked branch in OBC(NCL) under HS quota was 41223. While your expected AIR is above 63000. Hence, your chances are moderate here.
