It is good that you are interested in ethical hacking and want to learn ethical hacking. As you have already mentioned computer science is your higher secondary subject so that you should pursue your degree from computer science or it, that will make your coding background good and so that it will be helpful in ethical hacking, but as a career there are less opportunities in ethical hacking field and if you are interested in open source (Red Hat Linux, Docker and many more) then there are good job opportunities with higher packages than a average engineer. So it totally depends upon what you are interested in.

If you are asking about Ethical hacking course then it should be between 18k-34k. The certification cost of EC council as below:
Initial Requirements: You must pass the Certified Ethical Hacker exam ($500). For self-study students, you must pay an additional $100 eligibility application fee and submit a record of two years of information security related work experience endorsed by your employer.

First, you should learn programming languages, then gain 3 to 5 years of experience in it. After that, you have to get certificate from any certificate provider by appearing exams. So, first of all you should learn programming languages like java, javscript etc. You should also have knowledge of networking and security and working of linux or other operators.

Commerce students have to learn programming languages such as C, Python, Ruby, HTML5, CSS3, Javascript, etc. This is the fundamental thing we need for hacking. And along with this, they need to learn hardware and networking, networking protocols and the various types of operating systems. And also, it deals with the hacking tools, which is used for hacking.
