Not at all, either you get 99% or 55%, you have to qualify all exam of UPSC, because they search for administrative officer who have officer quality not scientist.

The requirement for IAS is that you have to complete your graduation with any stream and then you will be eligible for IAS/IPS.

IAS is a very difficult exam but not impossible. You can qualify if you work hard. I'll suggest that you join a coaching center. It will help you with good performance.
