If you want to prepare for civil service then don't get yourself into B.Tech try some course like B.A, B.Sc. Take some literature course so that you can focus on civil service.

It is good that you started thinking about your future. Now for IAS, you need to have graduate degree to write exam, so what I suggest you is to take any degree course, which is not hard as any technical course and start preparing by reading newspaper, current affairs, GK, History, Geology Etc. and take some help of tuition and write exam.
