B.Sc in nautical Science is not a technical course. The best job it would be able to get you is of navigator or related. Diploma in Nautical Science is a technical course and there are many vacancies released each year for Diploma holders. For example, Technical Entry in Navy is for Diploma Holders.

Join a short term programme. Look for one around your locality. Such programs are usually run in holidays. Or if you are an IPS aspirant I would suggest devoting your time to study History and General Science. And solve some sample papers. It would give you an Idea about your current level and how much work you need to do.

It is a good option but not the best option for ECE students. You will not learn much about your stream but you will learn about the intern and working of an organisation.

The college is recognised. I can't say about the course you completed graduation with as you didn't mention it. If the course is valid too, then you are certainly eligible for government exams.

The business schools will accept you. There is no age bar for Management studies. Now the choice is all yours. Weigh your options and then decide. If you are failing in government exams by a very small margin then you should continue preparing for it. Or else, take admission in a course.

B.Tech in IT will not be able to help you directly in IAS preparation. But you will learn to manage your time and make study strategies. If you want to know the best option then it would be B.A in History or BA+LLB. These courses will directly help you to prepare for IAS.

You could say that. It is specialised course aimed towards the Civil Services aspirants. Its syllabus is also quite similar to the syllabus of PCS. But it is not limited to that. You can also pursue Masters after it.
