Hi Dikshitha,
You can surely opt for this branch. Just make sure that you get interest in studying engineering. Because, as you want to do UPSC ultimately, you might ignore engineering studies. Engineering will certainly help you in one or the other way when you'll become an IAS officer.

There are lots of government jobs every year for Diploma graduates. They can be in PSUs (public sector undertakings). You should keep an eye on deadlines for their forms.

Yes, you are fully eligible for IPCC exam, but you need to score a minimum of 55% in your graduation. You must complete your graduation with at least 55%.

Since you haven't mentioned anything about your academic qualification. I will tell you about the examination conducted for recruitment of CBI officer in Non-Technical Department. To write the exam, you must be a graduate in any discipline. The examination is conducted by the staff selection commission, known as combined graduate level examination and to be eligible for it, you must be within the age limit of 18-27 years. You should be a student whose parents should be in railway or some quota should be there for it.
General students do not get admission there.
