If you can do both the things simultaneously, go on with your goals. Prepare for the competitive exams and pursue engineering too, it will basically help you get better career prospects.

Yes, you can start your preparation in general knowledge, reasoning and aptitude for IAS exam.

For giving IAS UPSC exams, you need to have minimum graduation. Mostly IAS coaching don't have degree in association with it.

Railway Recruitment Board is all set to conduct the RRB JE 2019 Exam.
The board has recently announced 13487 RRB JE vacancies.
Candidates who are interested to appear in this exam should not down the important dates as given here -
The online registration process has been started on 2nd January 2019 and will end on 31st January 2019.
The exam will be conducted in April/May 2019.
Candidates can apply for this post from - https://scoop.eduncle.com/rrb-online-registration-form here.
Hurry up!

Any degree or graduation/post-graduation in any subject is alright. For higher education, one should always pursue the subject which one finds interesting and is comfortable with. Academic career and interest should not be compromised for an uncertain and highly competitive career in civil service. If you find physics or chemistry really exciting, please go for that.
