UPSC - Union Public Service Commission is a body of government that conducts exams for the administrative, civil, police, revenue, engineering, economic, forest, statistical and foreign services. Each state also conducts exams for each subject except foreign services because it is a union government subject.
But if you are specifically asking about administrative service, then if you clear this exam, then you mostly have to work in VA government departments as head of the department. It's mostly about public services and many a times civil servants are pressurized by politicians to do work according to them.
