It is a very good decision that you are aware what you want to do. But you need to complete your higher secondary education.
After that, you can apply for the SSC CHSL examination which is conducted to recruit candidates for lower division clerks or group C & D posts in govt. departments and ministries.
For officer level posts, you will need to complete the graduate degree.

Indian Administrative Service (IAS) is a civil services exam conducted by Union Public Services Commission (UPSC). It is one of the toughest competitive exams in India. To be eligible to apply for the IAS exam, a candidate must be a graduate from a recognized university and should not be more than 30 years of age. In order to appear for the IAS exam, one has to procure the application form and brochure of UPSC's civil services exam from any of the post offices spread across the country. The preliminary examination consisting objective questions, known as Civil Services Aptitude Test (CSAT) takes place around the month of May or June. Candidates qualifying CSAT are subject to a main written test in the month of October followed by a personal interview. The final result usually comes in June.
