I think IHM Gwalior is not a bad choice with this rank. It is a central government IHM. However, if you want to wait for the third round, you can. You can also check your position by using the following link. All the best.

Jaypee is better in terms of placement and teaching. Placement package ranges from 3 to 5 LPA in this campus but the package in ITM is very less as compared to Jaypee. So I suggest to go with Jaypee.

Goa, Chandigarh and Jaipur would be the best among the options provided by you. But based on your rank it would be difficult to get into them, thus is unless you have any reservation.

Yes, you have sufficient marks and enough rankings to be able to get into MITS Gwalior. Also, if you are from Madhya Pradesh itself, try for MANIT Bhopal too as home -state quota may lend you a seat there.
Best of luck.

Sorry, but the rankings are not enough and are too far from the closing rank even from home state quota for general category. Round about 220000 are the least for chemical engineering. Moreover, you'll get into Biotech which is around 3 lakh rank in home state only.
Best of luck.
