According to me, you are required to give an entrance examination for M.Com. The college will be allotted based on that. But, for sure you are required to score good in entrance.

Applications are invited in the month of May and June. Links for the same will be available on the official site of Delhi University. There is no as such direct applying to the college. If you qualify the cutoff criteria of the college, you can take admission.

The best DU College is St. Stephen's College. You can check centre for languages there and learn French. cut-off for it is very high.

You will have to score at least 96% if you are in general category and approximately 93-94 if in reserved category to be on safe side.
