Yes, there are always sears empty after there is increase in cutoff ranks. Keep checking the JoSAA page for the updates regarding the seats that are vacant after the first round

Also, since fees might be an issue, just so you know, NIT-Raipur has lesser fees as compared to IIIT Una

Study at our state because there are college like VASAVI and CBIT that offer seat through JEE Main rank. Else, go for NIT, Hamirpur. But, give preference to state colleges.
