Both the criteria for enrollment to the course is different. You can purse your Diploma in aviation and in future you can apply for Indian Navy. But if you want to start your career in Indian Navy than you have to opt the course accordingly. You can check the official website of the Indian Navy to get detailed information on the courses and admission process.

Scholarships outside India are given on merit and full scholarship is very rare for international students unless you are extraordinarily brilliant.
