Yes, almost all of the top PhD academic institutions ask you to present a well-defined research proposal as a part of the PhD admission process that includes an entrance exam, an interview, and a research proposal presentation. The college ranking can be a factor in choosing a PhD program, but it shouldn't be the only one. You need to look for the college that is known for its research opportunities, supervisor expertise, and academic culture in particular. A doctorate degree is not a cakewalk and needs you to have complete dedication and passion for the research field to ensure future success.

This requires a lot of self-introspection at your end regarding your core research interest, passion, and future plans. Pursuing a PhD degree needs to have long-term commitment and the zeal to come up with something fresh and original as a contribution to the existing repertoire of knowledge.
Look for and read about various specialisation options and their future career options, take help from experts from your preferred field by reaching out to them via social media platforms and online professional community groups, and think about your strengths and shortcomings to come to make an informed decision.
