The BA course is offered by the Gulbarga University for the students who are interested to pursue the BA course. Students must meet the eligibility criteria for the admission. Passing Class 12 or equivalent from a recognised body is mandatory and described as the selection criteria.

There isn't a predetermined parameter as such for assigning supervisors to PhD students at most of the popular colleges and universities in India. Sometimes students themselves look for the ones whose expertise aligns well with their research topic, or the supervisor is appointed by the department based on the available research faculty, keeping in mind the workload and subject matter expertise of the professor. So, it usually varies from one college to another.
