Yes, you can apply. You need to score at least 50% in graduation (45% for SC/ST). After that you have to appear for the CAT exam and score at least 95 percentile to be eligible for IIM.

I think IITs are a bigger brand than IIMs, atleast outside India.I can only think of the following reasons :
After undergraduate studies from IITs (for which they are known), the students have options to venture into diverse fields, from management to government services, from entrepreneurship to PHDs. Thus they have wider impact on the society, and better brand name.
Most of the students in IIMs have already decided their career paths, and go for relatively similar careers, thus affecting mostly corporate sector.

Your academic performance is definitely above the minimum cutoff specified by IIMs. Hence you are definitely eligible for admission in IIMs. However you will have to write CAT and do really really well in CAT. With this score you would not get an advantage of being in top 10 percentile based on prior academic performance. Hence you will have to be in top 0.5% of all CAT applicants. If you manage to achieve that, you stand a decent chance to get into IIMs.
