As B.Tech comes under the Category of UG Courses in the field of Courses regarding different Categories. And both JK Lakshmipat Univsersity and Jagannath Unversity are good for getting enrolled in B.Tech regarding Computer Science and Engineering. Coming with the Score or rating from candidates and Faculty we have JKLU with rating of 4.0/5.0 and JUJ have 3.3/5.0 of rating. So, surely I would consider the rating and you must try for JKLU regarding B.Tech as your UG Course.

Jagannath University Jaipur does have a refund policy, but the amount you get back depends on when you withdraw from the program. Here's the gist of it:
Early withdrawal: If you withdraw within a certain window (likely around 30 days) after the admission deadline, you might get a decent portion of the fees back, minus some processing charges.
Later withdrawal: The later you withdraw, the less you get back. There might be minimal or no refund if you withdraw very close to the semester start or after classes begin.
Jagannath University seems to follow a fair system with a tiered refund structure.
