No, you are not eligible for appearing in IIT. You can reappear for your intermediate exams. If you want to go for IIT Advanced, you need to reappear for all the subjects, whereas, if you want to clear JEE Mains then you can apply for the only PCM.
Eligibility for IIT:
60 % marks in PCM.
75 % total aggregate percentage. There are a lot of people who drop out and do IIT preparation due to social pressure. A little recommendation from my side.
Follow your passion.

Well, it depends on your branch preference and also which IITs you consider as "good". Cut-offs are much higher in old IITs like Delhi, Kanpur and Bombay than the newly opened ones. JEE offered ranks to students scoring above 123 marks in JEE '14 which went approximately to AIR 19000. If your cast is general then you can only get private colleges. If you belong to a reserved category, you can apply for government colleges like SGSITS, RJIT, MITS and JEC.

As your marks are just average, getting into very good college would be a challenge. You must decide what stream you would like to pursue and then choose a college. If I know your dream stream then I can guide you further.

First, you need to finish your syllabus then start revision. Revision is the most important part of your preparation. Most of the things we forget in the exam only just because of poor revision. It is very easy to score 100+ score in JEE Mains. Concept is very important you have to learn and remember the concept. Solve previous year and practice problem. Motivation is very important. You have to motivate yourself. Practice makes the man perfect. Solve more and more problems unless you clear your doubt. Doubts will make helpless and hopeless in the examination. So if you have any doubts clear it as soon as.

Sorry buddy but with these marks you cannot get admission in IIEST. You should have scored more marks for that. You can try for State government engineering colleges. All the best.
