Yes if the registration window is open on JEE Advanced website. Generally the cutoffs for general candidate go as high as 90 percentile. So you will be eligible for registration.

If you belong to general category there is a high chance that you will not be able to clear the cutoff. Every year NTA releases different cutoff for JEE Advanced you can SEE that cutoff on your JEE Main result after all the sessions of JEE Main get conducted.

That will depend on the cutoff the NTA decides for 2022. You can check on year result it will be clearly mentioned if you are eligible or not. I am talking about the result which you will get after all the sessions of JEE Main get conducted.

JEE Main cutoff of HPTU are not available. However the JEE Main ranks between 4-5 Lakhs are very good enough for getting admission here in B.Tech courses.

Please write about the category you belongs for better response. However for general the JEE Main cutoff for qualification of JEE Advanced 2022 will be between 80-85.

The expected JEE Main cutoff of year 2022 for qualification of JEE Advanced for OBC-NCL is between 70-75 marks. So chances of your qualification are high.

Yes, you can get admission in Thapar if you also passed in 12th PCM with certain percentage usually above 60%. Keep in mind with these scores you can get admission but the branch you will get depends on the cutoff and counselling rounds. Most probable branches that would be available to you are : Civil, Mechanical, Electronics (Instrumentation and Control) Engineering, Mechatronics and Chemical. So make your decision accordingly because you won't get CSE in Thapar with 85 %ile.

That depends on your second attempt result. If you score more than cut-off percentile, then you will for sure be able to write advanced. This year the cut-off might lie around 85 percentile for general candidates
Edit: But if you are sure enough then start preparing from now itself.

Fill the college from the highest cutoff to at the worst 95 of last year's and preferably I guess you will get CSE in not se reputed college but might get non tech in prime NIT like Warangal so it depends on your opinion bta branch and college and I would say have CSAB councelling do not forget that you might get both from there.
