No, sorry to say, but you cannot get admission with this percentage. Your rank is also not good. It is in lakhs. I will suggest you to fill improvement form and try for good colleges next year.

It's actually very tough to predict college based on rank. It's dynamics of many variables. But suffice to say some websites soring up offering this service. However knowing generally how it happens, I can say that you will definitely get admission in some college.

No, if you take admission in a new college, then you would have to study B.Tech from the beginning, irrespective of the time you would have spent in the previous college.

You can take biotechnology, because biotechnology is growing in India. It has big scope in upcoming years, and you are not enough done with B.Tech only. You can also study M.Tech.
