Yes, you can apply for the course, as there is no such age limit is specify by the university. You can just re-check the same from the college official for better clarification before applying for the same.

Depends on where you put up!
Both are extremely good colleges.
I am in VIPS, so I can tell how it is.
The exposure here provided is really good. The faculty works hard with the students to let them bag great opportunities. The libraries and other facilities are very beneficial.
Overall, it's really good.
