I think you're asking about the Jawaharlal Nehru University (JNU). They're not just for M.A. English but for all courses the admission process is through entrance exams. Till last year it was there their own entrance exam was conducted but for 2022 it is going to be through the Central University common eligibility test (CUCET). So only if you crack the entrance you'll get admission to JNU.

Yes, you can pursue M.A. in English even if you haven't done B.A. in English. A Bachelor's degree is important to pursue Masters with an aggregate of 50%; the subject could be any.
