There are certificate courses, diploma courses, degree courses & PG courses. Each has it's own set of eligibilities. For PG, one must have degree in relevant subject. For degree, one must have done 12th in relevant subject. You are querying about a certificate programme offered by a private Institute & perhaps confusing it with MSc . You can do certificate course after 12th but for pursuing MSc or PG you have to have degree.

If you are planning to opt to complete your MS in finance from India, you would need your pass certificates from your undergraduate degree. If you want to study MS abroad you may need to appear for GRE exams. Once you obtain a valid GRE score, that score can be used for your application for MS abroad. You can enroll in some of the MS F program immediately after graduation, which makes it a great option for freshers without experience) though few may have a minimum work experience requirement.
