Hi,A very sound academic record is the first requirement. Depending where you want to study, you must prepare for exams such as GRE and TOEFL or IELTS. Abroad is a wide term, different countries have different requirements, you have to search the criteria and prepare accordingly.

Hi, obtaining admissions for a second Masters in Canada will be a challenge. You already hold an M.Sc degree. Universities in Canada don't generally accept similar profiles. Either you get a job and gain some work experience, or look for other options such as a PG Diploma. The chances of admission still will be minimal, unless you have some really strong points to justify your choices. Look at other country options as well.

Hi,
Well, first to apply, you must hold a 4 year Bachelor's degree with very good academic grades. GRE is not always mandatory and you must take the GRE, only if the university asks for it. Check the university's websites for the admission requirements including GRE. To obtain a scholarship, since they are competitive and merit based you must have a very strong academic profile including research work, projects etc. Full scholarship is a very difficult thing to achieve and particularly or international students.
