Normally, private colleges do not offer any concession in fees, but dish out scholarships for meritorious students. But, details are invariably not announced publicly. You will have to approach the administration of the college to know details.

Yes, you can get admission in private unaided engineering colleges in Karnataka via this entrance test. There are certain eligibility criterias that one need to possess but nothing special in them.
