Yes, you can apply, if meeting the below eligibility and admission criteria. Eligibility criteria: Minimum 50% aggregate marks (45% for SC/ST Candidates), or equivalent grades in Physics, Mathematics and any one of the four optional courses (Biology, Biotechnology, Chemistry, Computer Science) from a recognized Central/State Board/University Examination in India or in any foreign country recognized as equivalent to 10+2 system by the Association of Indian Universities (AIU). Students appearing in the final examination of 10+2 may also apply. Or

Test center city list is provided in the e-Bulletin. Also, the list of cities is provided in the drop down menu for the test Centre choices in the registration form. The Paper-Based Test will take place, I.e., on 12th May 2018 (Saturday) between 1000-1300 HRS.

Yes after completion of your Diploma in engineering you can definitely seek admission directly in second year of engineering under what is called as lateral admission procedure. The admissions invariably are based on the marks obtained in the Diploma examination. In almost all the states in India, these admissions are done centrally by what is called as the directorate of technical education of the state. You may apply on their website after going through all the requisite process. Best wishes to you.

The UGC NET Exam is conducted by the National Testing Agency to select the serving candidates for lectureship (Assistant Professor) or awarding Junior Research Fellowship. The minimum eligibility criteria to become eligible for UGC NET Exam is having a complete Masters degree with 55% aggregate marks. As you got 74% in your master's degree, you meet the required eligibility criteria for the exam.
