IIIT Allahabad ECE would be better. Honestly speaking here the colleges we are talking about are of very different standards. But you can try some good private medical college.

Firstly I would say don't go for ECE branch until you are keenly interested into electronics core subjects, because in my personal experience I have seen 90% electronics graduate settling down in IT industry (may be in India core electronics job are less), so if ultimately you have to be in IT industry go for CSE.

In my opinion NIT Rourkela is one of the best colleges in the NIT branches. It has a lot of good placements.
