Yes, you are eligible to get into Institute of Mass Communication and Media Technology, BTech with 60% in class 12th as it satisfies the eligibility criteria which is to get a minimum of 50% in 10+2 from any recognised board. But it is to be noted that admission to B.Tech is subject to availability and cutoffs as it only considers JEE Mains for admission to B.Tech. So, it is uncertain if you have a high chance of getting into nstitute of Mass Communication and Media Technology, BTech with 60% in class 12th.

The CET scores are accepted over here For admission to various courses. 
The  minimum eligibility criteria to apply is to have 50% marks in 10+2, then apply for the CET exam and it is entrance based.

so yes. You cannot surely say it is better but the courses offered here has more variety, students gets various options to opt for their future.

While NRAI School of Mass Communication does have a very active placement cell, Masscomedia's placement cell almost doesn't exist. And, there is no information about the highest package offered on the official webistes of both the institutes or anywhere else on the internet. As per my research, NRAI has a strong alumni network that can provide students with career guidance and support. On the other hand, MasscoMedia has no placements statistics available on their official website. After it's affiliation shift from PTU to CCS University, the institute hasn't been very active with offering good placements.

NRAI School of Mass Communication offers BJMC, MJMC, Advanced Diploma and Certificate courses in different specialisations. The seat intake of the same is not available anywhere on its official website. Candidates can visit the official website of the institute and contact the official number to know more about the details of the seats it offers. Candidates must also keep checking the official website of Shiksha for the latest information around NIELIT Itanagar admission, placements, cutoff, fees, etc.

None. Because, there is no entrance exam conducted by the NRAI School of Mass Communication. Neither are the cutoffs released for admission to certificate courses in NRAI School of Mass Communication, Green Park Delhi. The institute gives direct admission to Certificate programme with 50% in Class 12. Student can belong to any stream in Class 12. Hence, you're definitely eligible to pursue a certificate course at NRAI School of Mass Communication.

At NRAI School fo Mass Communication, candidates must have a minimum of 50% in Class 12 and from any stream. One can also attain direct admission by applying to the institute. There's no entrance exam conducted by the institute. Hence, you're definitely eligible to pursue a Certificate course at NRAI School of Mass Communication.
