If you want a good government college for MBA,
The minimum cutoff for good IIM colleges is 90 percentile.
So, you must improve your test.

40 percentile will get you a tier 3 college. Which isn't recommended. If not a star or tier 1 college, a tier 2 college would have been atleast okay on the placement side. But not tier 3.
