As HR is not so profit making, therefore the industries are not entertaining it. In many cases, they hire agencies for HR work. Try to get an army institute or MDI Murshidabad with a better scorecard next time. With this scorecard, it is tough for you to get a college for HR.

Yes, PTU is a recognized university pan India. CGC Landran is one of the best destinations for MBA aspirants as it provided nonpareil teaching and excellent placements. In my personal opinion, B.Tech + MBA doesn't make sense. They both are different stream courses. B.Tech is about technology and MBA is for management. You can also do MBA if you are not a Science student. But, you can't do engineering if you're not a Science student. Now, I would recommend you to first complete your engineering with CSE branch. Then, if you feel like doing MBA, write CAT and go for it.
