Yes, you can participate in AIQ counselling for free seat if, you can bear the fee you can apply through the Meghalaya state quota seat must be allotted on merit base and reservation based.

Sorry, but your score to get admission in government medical college is quiet low. However, you can try other courses like Physiotherapy occupation therapy B.A. MS and BHMS etc. In these courses you will get admission surely!

No, if you don't want to participate in All India Counseling, you can simply register for counseling in your domicile state. However, if you want to apply in another state, then you will have to register for AIQ counseling at the MCC website. Also, with your NEET rank of 4,82,125, you are not eligible to get a government seat for MBBS. You can only get management MBBS seats in other states, as your rank is very high. For MBBS. Being a student with a Haryana domicile, you are eligible to apply in Karnataka Medical Colleges through the All India Quota.
15% of the MBBS seats in Karnataka are reserved for residents of other States. For this, you will have to register for Counselling with the Medical Counselling Committee (MCC).

With 264 marks in NEET-22, there are no chances of getting admission in any of the good Government or private colleges of India even if you are an SC or ST candidate. So the option left for you is to apply either for average Private medical colleges or you can go abroad for pursuing your studies.
