Civil engineering was the first branch of NIT,Hamirpur, hence it is well established branch of the institute. Civil engineering students are very busy here at NIT-H as compared to other branches. Hence it is a good branch of NITH.

I will suggest you to continue with computer science and engineering and information technology in NITs like Bhopal as they will have a better future perspective and will have excellent placements too.

See, NIT is a better option than any other normal college but on the other side, ECE is a bit tough. Also, its not just your level of interest to opt for your B.Tech, post that you should be in a position.
To get placed quickly, it depends on based on your college reputation and campus selection. Mainly, your option will be based on your career plan post B.Tech.
