Students need to successfully complete their Class 12 year with Physics along with both Chemistry and Biology/Biotechnology together with English to become eligible for NEET admission. Candidates who fall into the General category must achieve a minimum of 50% marks in PCB yet General-PWD applicants need 45% marks and SC/ST/OBC candidates must demonstrate 40% marks. The percentage of NEET marks depends on your category while your total PCB score amounts to 167. Students within the SC/ST/OBC category should consider taking the NEET examination whereas those from the General category will have to reevaluate their candidacy.

Yes, you are eligible for NEET UG being an ST category candidate. You should have passed 12th Class with the subjects Physics, Chemistry and Biology and minimum of 40% aggregate marks of these subjects taken together. Your aggregate scores of 39 in Biology, 40 in Physics and 40 in Chemistry are meeting the eligibility criterion as overall aggregate for the ST candidate require only 40%. And you must score at least 40 percent in every subject for all eligibility to be fulfilled

To qualify for NEET, the eligibility criteria dictate that all subjects in the 12th examination must be passed, including Chemistry, with the required minimum marks. Since you have "RT" (Result Pending or Reappear) along with Chemistry, you cannot fill the NEET form unless you clear with a reappearance in the Chemistry theory paper.
Your total percentage in the PCB subjects (51%) is under the least required for NEET eligibility (usually it's around 50% for General Category, and about 40% for SC/ST/OBC, and 45% for PwDs). On clearing Chemistry paper and scoring the required marks in PCB, you can apply for NEET.
Should prepare for reappear
