No, RBVRR Women's College of Pharmacy in Hyderabad does not have free seats for students who score below a certain rank in the TS EAMCET: 

Admission process

The college uses the TS EAMCET ranks to fill 70% of its seats, and the management fills the remaining 30%. 

Eligibility

To be eligible for admission to the Pharm.D program, candidates must have passed the Intermediate or equivalent exam and qualified in the TS EAMCET. 

Fees

The Pharm.D fee at RBVRR Women's College of Pharmacy is INR 5,40,000, with some of the amount to be paid at the time of admission.

With a rank of 34,599 in EAMCET, one will have to struggle for free seat in Pharm.D since there is high competition from people for government seats. Free seats in government colleges vary based on factors like your category, the number of available seats, and overall performances by other candidates. One's chances for admission in a government college will generally depend on a better rank. But you can check the cutoff trends for Pharm.D in government colleges and if the government seat is not available, then you can opt for management quota or private colleges.

Here are some other details about the Pharm.D. program at Shree Devi College:
To be eligible for admission, candidates must have passed the B.Pharm degree examination from RGUHS or any other PCI recognized university with a minimum of 50% aggregate marks.

Some of the best colleges for Pharm D courses are Annamalai University, Tamil Nadu, this college offers admission for Pharm D courses at INR 1,30,000 per year, Manipal College of Pharmaceutical Sciences, Karnataka offers admission for Pharm D courses at INR 3,50,000 per year. Similar colleges like JSS College of Pharmacy, Tamil Nadu, Nirma University, Gujarat etc., have also specified PharmD courses fee varying from INR 1,50,000 to INR 4,00,000 per year.
