Yes, Of course you can go with IT engineering. It isn't compulsory to have knowledge about programming. You can learn it after admission very easily. If you have interest in computer then definitely you have to go with. IT.

And you must have 6 months of working experience in relevant field

Assuming you're asking this because you're not confident of your calculus skills, you've nothing to worry about. A computer can perform arithmetic and logical operations only. Any and all other computations can be emulated via programming.

If you can learn only one for now, go with C. Also, get acquainted with OOP, if you wish to master Java.

Learning C will be better. It'll help you get over syntactics and ease your learning.
