No, GATE is not compulsory for Ph. D. GATE is just if you want to do your higher studies in IIT's or NIT's and it also counts in government jobs. But it doesn't matters if you have written or cleared GATE you can definitely go for Ph.D.

It depends. 50% of the seats are reserved in terms of Chandigarh quota. Else you can check the last year closing ranks in the internet.

The college has its high reputation in terms of civil engineering. The faculties of civil engineering department has high amount of expertise and moreover, civil is the oldest branch of this college. So, overall, it is a good college for civil engineering but only the placements are 80%.

You can take admissions in PEC after 12th on the basis of merit list of JEE Mains.
I don't think there are intake after Diploma.
But you can still check the site - www.pec.ac.in.
