Yes, an average Indian student can join Red River College of Applied Arts, Science & Technology. The general admission requirement for most programs is a Canadian grade 12 education, and additional levels of education or other criteria may also be required. If English is not the student's first language, they must meet the minimum scores of a language proficiency test (TOEFL, IELTS Academic, or CanTest) or take the Intensive English for International Students programme if they haven't met the minimum scores of a language proficiency test.
