you must have completed your Masters degree course.
To apply for Ph.D. you can either directly apply to the professors of
different universities sending them your resume , Statement of purpose
and your research papers. Or you can appear for UGC-NET examination
and then sending your NET scores to the professors under whom you want
to undergo your Ph.D. course.

The colleges/universities matter and not the place of studying. Hyderabad has many top institutions for B.Tech like IIT Hyderabad, BITS-Pilani Hyderabad campus and many more.
So you would have to choose the best college either by your marks in 12th or by clearing the respective exams.

The minimum percentage in 12th board exam is 75% for general category and 65% for SC, ST and PWD candidates. They would ask for the overall percentage so that your total marks are not a factor in this calculation.
You need to have 75% or be in the top 20 percentile that is you should be in the top 20% candidates in your board. This is the required condition.
