Yes, you have to give IELTS, i.e. International English Language Testing System. It is basically an English exam which comprise of 4 module, i.e. reading, writing, listening and speaking.
All module will be rated in 1-9 bands and to study in UK after class 12th, you need to score overall 6 band with no less than 5.5 in each module.

I wouldn't suggest you any of these because the living expenses in these countries is just of the league. In my opinion, go for Germany or New Zealand. Germany offers international students scholarships that result to very less fees or even no fees.
New Zealand is also offering many scholarships. The living expenses is quite low in these countries as compared to those countries which you have mentioned.

Hi Siddharth,
Scholarships are awarded on merit-basis. You can check the financial aid sections of the universities. There are other scholarship schemes too, available for students from India to study in UK, such as:
1. Charles Wallace India Trust Scholarships.
2. Scotland Saltire Scholarships.
3. Chevening Scholarships.
4. Commonwealth Scholarships.

All of these countries are the best for civil engineering. The best country is US because most of the top universities in the world are from US. (Like MIT, Harvard, Stanford, Yale, Priceton, and many more). Also, placement (incomes) are higher than other. So, I will suggest US.
