There are no fully free universities in the UK for international students. Unlike some European countries (Germany and Norway), the UK does not offer free public university education to international students.

For UG courses, individual UK universities do not charge their own separate application fees. They accept applications through a centralised portal for application - UCAS which chargs a small amount of fee from students to apply to up to 5 courses.
As far as the PG courses are concerned, many universities handle these directly and some do charge an application fee.

For an SOP for UK, you need to show that you have a deep understanding of the course and its modules along with the teaching style, application process and other academic aspects. Universities in the UK appreciates your effort if you went beyond and studied what the course has to offer and how well it align with your future plans. Hence, your SOP should mention also strong points of your qualifications that match with the requirements of teh programme along with your strong dedication for completing the course.

The SOP presents to the admission committee the motivations of the applicant behind choosing the concerned course at the chosen university. It also describes how serious and how well-deserved the applicant is among several other applicants. Based on the applicants overall and prior qualifications and experiences, the admission committee decides whether they match with the requirements of completing the program.

Yes, Indian food is available at the De Montfort University UK campus. The DMU Indian Society hosts several events over the year where it serves Indian food. Students can also find Indian restaurants in Leicester near the DMU campus.
