There are several admission rounds and differ slightly with universities, if you are applying for an UG program you must check UCAS website ,normally deadlines are set on October 15, January 15 and so on.

The requirements vary, since you already hold a Masters degree in HR, getting entry into a double degree in the same field will not be easy. Unless you want to pursue MBA, in that case you must take GMAT or GRE and TOEFL. It will be wiser if you contact the desired universities directly before applying.

Essentially, Germany is better for MS courses - applied Science like engineering. Obviously Oxford and Cambridge of UK rank higher but would suggest them if you are looking for pure sciences like mathematics, chemistry, etc. Cost also makes Germany more favorable.
