Welingkar is the best option among these colleges and has a good brand value in India. PUMBA has a good ROI. Welingkar, Mumbai campus is an older one and preferred for management studies.

University change or college change after first year is completely dependent on the university and college norms. Some universities allow it and some won't plus you need to have good scores in first year to apply for the same. For further details, contact the university authorities.
Under the same university, it might not be difficult.

After MHCET scores are announced around month of April or May, you shall receive notification for admissions in MBA and MMS courses, for PGDM, dates shall be announced soon.
