For getting admission in SYBA or TYBA, you must be doing FYBA from somewhere. Right? I am afraid, practically it's not feasible. If you are doing FYBA, then it's equivalence in this new university needs to be established. Then getting migration, acceptance by proposed university are very tough. It is better to continue in present university or start afresh in new place.
Best wishes.

I found this in the admission guide of Jamia Millia Islamia:
Policy on Pursuing Two or more Programmes Simultaneously:
A student can pursue two programmes simultaneously through distance mode or combination of distance and regular modes from the same or different
Universities/Institutions in the following combinations: (I) One Degree and One Diploma/ PG Diploma/Certificate (ii) One PG Diploma and One Diploma/Certificate (iii) One Diploma and One Certificate (iv) Two PG Diplomas (v) Two Diplomas (vi) Two Certificates
Two degree programmes are not allowed to be pursued simultaneously, either from the same University, or one from the Open University (under ODL mode) and the other from conventional University. And in order to promote Distance Education in India, the Distance Education Council (DEC) has decided that students can now pursue two-degree programmes simultaneously. They can do the same through distance or combination of distance and regular modes from the same or different institution.

If you want to go in government colleges then go and prepare for IIT-JEE Advanced, and if your wish is to go to private universities then Jamia is best among three. Jamia's academic curriculum and placement records are very good.
