No, it will be impossible for you to take admission in BAMS in any of the government colleges but you can try your luck in the private colleges.

As you have already completed your Diploma in civil engineering, so you are eligible for lateral entry in civil engineering for this college. You should appear in the lateral entry entrance exam.
