Yes, KJ Somaiya accepts MAT score but not directly. It accepts MAT score through CAP round conducted by DTE Maharashtra forms which will be out in the month of April or May. For that keep visiting website of DTE Maharashtra.

We do have HR as a specialization in PGDM. Below mentioned exams are considered for PGDM: CAT 2016, CMAT 2017, XAT 2017 & GMAT till February 10, 2017 (for Foreign National / NRI / PIO/ Children of Indian Workers in Gulf Countries).
