I don't have any idea regarding haldia inst. but BMSCE college comes in top 5 colleges in Bangalore and hence is good for every branch.

BMS has one of the best campus in banglore and trust me you will really love it.
BE Mechanical is too strict but.But BMS Mechanical has good name compared to others.
Hostel fees is too high ,facilities are good.

for CS I would say go for BMS because the department is amazing and also the placements are very good .
Last year highest package in BMS was 17lac
