Go for RV college of engineering, as this is the best for mech in Bangalore. For hostel facilities contact the respective college departments.

What is the placement record for mechanical engineering in 2016? What is the average package offered?

Placements are good, more than 70% got placed. Around 25 Students got placed in core company. No matter which college you take, salary for mechanical students are low.

if you are confused whether to choose chemical or telecommunication engineering in BMSCE. i would suggest you to choose chemical engineering because
1) very strict department
2) The portions aren't finished on time and most of the time is spent on seminars and open ended experiments
3) they don't award marks easily and these marks really matter as the internal marks sums upto 50 on 100.
about chemical engineering branch in BMSCE
1) strict but excellent cooperative teachers
2)unique HOD , makes sure that the curriculum is updated
3) do not join under the notion that it just chemistry, it is more of math.
in general,both telecom and chemical engineering has better scopes abroad.
No great packages.
Scope in India is less.
i would suggest you to complete your graduation in India and prefer going abroad for higher education.
