However if you wants transfer to MCOE in 2nd year, than first get confirmation from the MCOE regarding this. Because this is the case of transfer between the two different Universities. So first obtained the No objection certificate from the MCOE than apply for transfer in your parent University.

Yes, you can get. The admission in asked college is done through the common admission process (CAP) by DTE Maharashtra. Hence, apply through the DTE Maharashtra and participate in CAP rounds counselling.
