so the cutoff which you should be looking at must be around 2000 in first round and most probably around 2500 in second round. I don't think you have any chance in RV College at this rank in civil engineering. RV College is a top college in Karnataka. may be u can score below 5K

SEE actually it depends on rank because some time papers could be tough so if you score less also then you can get RV but for the same thing if papers are easy then you have to score more to get into same, generally according to previous trend

Yes, I think you should talk to R. V College admissions department and ask about it immediately or you have go through COMEDK and KCET (FOR Karnataka Students) entrance exam.

You dnt have chance in any of these colleges with this rank and board percent because all these colleges are very good and RVCE are top colleges in Karnataka. If you want, you can apply for COMEDK and KCET exam.

Number of applicants in COMEDK'18: 72,152 (against 20,000 seats, out of which 18733 are reserved for engineering)
Number of applicants in KCET'18: 1,98,639 (against 19942 seats, out of which 16942 are reserved for engineering)
Both exams are different in the following ways:
More competition in KCET, compared to COMEDK.
Tough COMEDK, easier to get a good rank, whereas the opposite is true for KCET.
COMEDK colleges more expensive than KCET (this is because COMEDK has more private affiliation) [53,460 (KCET seat) and 1,83,600 (COMEDK seat)]
Reservations for SC/ST/OBC high in KCET, more seats for GEN in COMEDK.
Outsiders not allowed to write KCET, whereas COMEDK is all-India EE.
Keeping the above points in mind, let's look at the cutoffs.
Generally, the closing rank in KCET for RVCE:
Civil: 3354
CSE: 573
ECE: 798
EE: 622
ME: 584
Now, COMEDK for RVCE:
