From the above tables, we can suppose that KCET which see a number of applicants higher than that of COMEDK, but yet latter has a similar cut off as KCET but for less number of candidates. Although one can't exactly tell what should be your rank to be able to get a seat in RV college of engineering as the last year cutoffs can't exactly predict your chances as the cutoffs are based on so many factors so it isn't ever constant.

But to be on safe side, its best if you have:
Civil: 2500 (COMEDK), 2700 (KCET)
CSE: 150 (COMEDK), 300 (KCET)
ECE: 300 (COMEDK), 300 (KCET)
EE: 600 (COMEDK), 500 (KCET)
ME: 700 (COMEDK), 500 (KCET)
This is only an approximation. If you manage, in both KCET and COMEDK, a rank less than 500, you'd have a definite chance for RVCE.
I hope this helps.

Generally, when a company visit for placement in any college or university, they have very limited time to select the candidates. But the institute or colleges tried to make it open for as many candidates as they can. Now for saving time, most of the companies apply some filters which help them to control the crowd. Mostly, the company fixes a percentage cap and some other eligibility clearance rounds of GD and PI. And all this happens at the college level only. Now the candidate who cleared all this is eligible for main interview rounds where the HR and technical team check your confidence and knowledge about the subject.
I hope this answer clarifies your doubt.
